I'm not aware of the situation involving the neurosurgeons, but having been involved in coordinating volunteering efforts, I'm aware how difficult it is to coordinate numerous stakeholder groups simultaneously, especially in a crisis situation where needs, resources, and abilities of each group change rapidly.
